iPod touch Ipod touch internet anywhere with no hotspots


i wondering if can hack can use internet anywhere ipod touch. there guide on forum on getting internet anywhere without hotspots need windows mobile device. friend somehow did he's in europe right can't hold of him. if guys me out that'd great.
