Does iPhone activation lock the phone to a specific SIM?


stupid noob question. iphone 3g activation lock phone specific sim/number? little brother asking me if can add line him on current att plan, , since new line eligible 299.99 price iphone 3g, i'm giving serious consideration.

i'm thinking add new line, purchase iphone 3g discount on new plan , give him old phone , stick sim in iphone. possible or activation "in-store" lock phone use 1 sim only?
