Are Apps transferable between new devices?


i'm planning 3g in mid-term, namely when stock more available , current cell phone plan expires @ end of august.

in mean time have upgraded ipod touch firmware 2.0 , wondering if knows how licensing apps works. if buy app through itunes on current account , use on ipod, when 3g need repurchase apps?

in summary: licenses tied device or itunes account?

on app store/itunes faqs see mentioned.
 

they work pretty same way music. can download app , sync of authorized devices.

need help with itunes 7.7
