Downloading apps before iphone 3G


if download stuff app store on current iphone, , go buy 3g later when hoopla dies down, apps should transfer 3g when sync itunes, right?

also, it's understanding old iphone still useable wifi ipod. apps downloaded continue function same on old iphone (assuming apps don't need active at&t account)? still able buy new apps on old deactivated iphone?

thoughts.
 

i'm thinking should able because using wi-fi connection, whereas wouldn't able use edge. long can talk itunes account.

need help with itunes 7.7
