2.0 is purchase only even on a new iPod Touch?


i got off chat apple's store. niece purchased ipod touch @ costco last week. wanted find out if qualified 2.0 software since new purchase within day of 2.0 coming out. informed new ipod touchs @ store come 1.1.5 , everyone, if purchase today in apple store, has purchase 2.0... correct? sounds whack me... lady on chat insisted 2.0 not free , not part of new ipod touch sales ever...
