Telcel and the iphone 3G


i'm going in mexico vacation next week, , wondering if worth iphone 3g down there. know how expensive plan around $77 usd , phone aroudn $209 usd.
questions following:

1.does plan include voice plan?
2.if not how total plan voice + data?
3.how cancellation fees?
4.i'm current at&t user blackjack 2 , have unlimited data plan. able use iphone purchased mexico once cancel contract at&t sim?

firmware 2.0 has not been unlocked yet, jailbroken, bad idea. might want wait until there unlock solution or until att offers iphone without contract (unless not sure that)
