How to add "Add a Comment" section?


i want add @ end of page "add comment" section. know how make form , concerning design. have no idea in how make user writes there inserted @ bottom of page. in reviews in internet can leave comments , automatically appear.

ideas?
 

i'm sure can walk through creating mysql database , php script that, honestly, used/easiest way implement kind of cms (content management system) drupal or wordpress. these have been tested , used allow article writing , comment/user tracking, etc...

go 1 of options not overwhelmed, since still trying learn ropes of html , css.

need help with itunes 7.7
