dude- answer's been there long time. it's old hills. treat if it's bad (drugs, booze, sex, etc.) , people want them, , them in unhealthy ways. treat things if they're no big deal, , educate them potential dangers (and benefits), , you'll end not better educated public, healthier public. it's pretty elementary , has been proven on , over.
